Appearance and gear
Characters appearance (if hero out of ranger/sentai/rider suit):She has very long platina-colored hair, her hair length reaches her hips, and her hair are smoothly straight, they didn't have any curls at all. Her eye color is sky blue. She is about 160 cm tall, and has a very slim build and flat chested.

You usually saw her in two outfits type, first is her school japanese school uniform, and it's not the usual sailor uniform that normal japanese schoolgirl wears, it's a very high-class school uniform, from school which only rich people could afford to attend. Second is her favorite cloth theme, the gothic lolita style, and she will wear either black or white color.

Characters appearance in costume: Her rider system is Hyougiin Freedom, a legacy from the late sister of Ryou, Hitoshura Kanade, who died in early 2010 at the Hyougiin rider's universe. The only difference is Freedom's armor is now have alien-ish pattern in the armor and latex part of the suit, due to the reconstruction of the original freedom belt which has been destroyed in the final battle against the Hyougiin Justice's tyranny.

Personality
The personality:
Originally she was rasied to act as noble, and her parents did not teach her to be a spoiled brat, and they quite succeeded, but because her parents were busy with their very profitable work, she was quite neglected. She got her butler and housemaids to taught her for anything else her parents didn't teach, and because her parents are not frequently at home, she have these videogames and tokusatsu series to keep her entertained all the time.

This results her to become a hikikomori and otaku at the same time, and led her to become a very anti-social. The only one who could befriend her closely is another hikikomori / otaku or the characters from the games and tokusatsu she watched.

Quirk
She got very knowledgeable about games, anime and tokusatsu shows, and when she talk about it, she will forgot when to stop talking.
She likes to do her Henshin pose when nobody's watching (without actually transforming into Hyougiin Freedom).
She likes to mimic heroes/heroines from Tokusatsu or Games when talking to anyone, and quoting their signature words / moves.

History
Sacra Weisserstahl's story begins three years after Ryou ends his tyranny.

In the early 2013, Hitoshura Ryou, which is living in solitude in a small village was visited by a person he once knows, Hotaru Oomura, the original user of Hyougiin Zero rider system. Oomura was badly injured. Ryou tried to help him but he refused. He says that he is dying and nothing Ryou could done to help him. He begs Ryou to return as champion of Justice once again.

Of course, remembers that her sister dies to protect him after he lost control of his sense of justice, but Oomura is saying that his sister is not dead yet, and Takahashi, the leader of Council of Justice once he served is corrupted by power and he reverted to tyranny as Ryou does before.

Learning that his sister is alive, Ryou resolve comes back to him, and he decides to return. Not long after that, Oomura dies because of his wound.

One week later, Ryou arrives at the Council of Justice HQ. Knowing this Takahashi, the CoJ leader, ordered his guards to pick him and escort him to his work desk. Ryou agrees to meet him.

"Welcome back Ryou! I was wondering what are you up to." says Takahashi with a smile.

"Let's cut the idle chatting and tell me what you want." says Ryou with very serious tone.

Takahashi just silent, and then he laughs. "Hahaha! So I take that traitor Oomura has told you everything, hasn't he?" he pauses a bit. "Then I suppose there's nothing else to discuss and leaves only one last question. Will you join me or not?" asks Takahashi.

"Never! I've tasted that power and look at what I've lost! Don't be stupid Takahashi, I lost my sister because of my hunger for power! Who knows what you will lost because of what you're doing!?" Ryou shouts to Takahashi.

"Your sister?" asks Takahashi with very insulting tone. "Let me show you." Takahashi claps his hand. A female figure emerges from behind his big chair, an Android, with familiar face. Ryou was very surprised at what he saw. The android face is exactly looks like his sister, only she got mechanical ears and the pupil in her eyes looks like a multi-stage camera lens.

"You bastard! What have you done!?" with anger and uncertainity, Ryou shouts at Takahashi.

"Don't you like her? I transplant her brain directly after her body was brought here, and for her body, I did a proper burial, without her brain and head of course." Takahashi pauses for a bit. "Because I need to make a perfect replica of her head to make her brain feel comfortable. Hehehe..." Takahashi laugh wickedly.

Ryou can't say anything, he's just full of rage looking at Takahashi's wickedness.

"But you see, although her brain was still functional, her memory are in fragments because of the extraction and installation to the new body and right now I interfaced a command program into her brain, and she will obey whatever I told her to do. So, if you don't join us, I let your sister kill you, as a revenge of what you did to her."

"Damn! I really won't forgive you, bastard!!" Ryou tried to struggle, but to no avail, the guards hold him firmly. "Just kill me then! I never have any intentions to join you!"

"What a pity. Kanade, kill this man." Takahashi gives an order to Kanade.

"Affirmative. Henshin." says Kanade with flat tone. [TRANSFORMING] a bright wireframe silhouette engulf Kanade's body, the skin of her abs evolves in nanotechnological level, pushing the rider belt outward from inside her body. Her rider belt is now permanently built in inside her cybernetic body. [PUNISHER. TRANSFORMATION COMPLETE] Her new rider form is now called Kamen Rider Hyougiin code Punisher, a white phoenix themed rider system, and her abilities are at least on even ground with Kamen Rider Hyougiin Zero, plus her cybernetic body that allows zero-pain receptor and nanotechnology regeneration system just make it a lot worse for her opponents. And like Hyougiin Zero, her belt comes with two passive limiter installed.

"Guards! Release him!" Takahashi orders the guard to let Ryou loose. The guards instantly releases Ryou, at the same time, Kanade dashes in front of him, with inhumane speed, Kanade is already standing in front of Ryou before Ryou even blinks. She throws her punch to Ryou's stomach. Ryou sprouts blood after Kanade punch lands. Ryou vision blurs and he almost lost consciousness, but he saw tears are rolling from Kanade's synthetical eyes. Ryou knows that her sister is still alive in the android body, because if she goes full power, Ryou should have already died, torn in two or got a big hole in his stomach after taking that punch.

"Damn! Kanade! Why are you not obeying me! You pulled your punch, aren't you!?" Takahashi shouts at Kanade. "Get out of here!" Takahashi orders Kanade. Kanade walks out of the room, still crying. "*cough* ...Oomura was right... she is still alive." although in pain, Ryou feels happy and he smiled.

"What are you smiling at? If your sister can't finish you, I'll finish you myself. Henshin!" Takahashi reveals the Hyougiin Justice belt under his jacket. [AFFIRMATIVE. TRANSFORMING] --- [JUSTICE. TRANSFORMATION COMPLETE] Ryou beholds the usual form he used to eradicate injustice in the past, but now as his enemy.

"Ugh... he's serious. I can't fight him like this, I've got to run..." he thinks and he runs toward the exit. "Fool. You think you can run from me? Nonsense." Takahashi slowly follows Ryou. Ryou headed down to the research labs, hoping that he could find anything he can use against Takahashi. He found two familiar rider belts in repair. One is his sister's belt, the Freedom belt, and Oomura's belt, Hyougiin Zero Prototype. "This will do." he says. Ryou took both belts, put Freedom belt inside his pocket, and put Hyougiin Zero belt around his waist, and he mimics Oomura henshin pose. "Henshin!" he exclaims. The gold wireframe engulfs Ryou's body, and black cloud emerges from the belt, formed a cape around Ryou and materialized into Hyougiin Zero armor.

A few seconds later, Takahashi arrives in the labs. "Hah! Hyougiin zero? Ryou... you are stupid, you know. That armor is useless now, I've blocked most of its systems, rendering it useless, and right now it's nothing more than cosplay costume." says Takahashi with a laugh. Ryou knows he's telling the truth, even his visor is not giving him any data or graphical user interface, he even can't feel the power. "Here, I show you." says Takahashi and kicks Ryou in the chest.

Ryou was thrown a few meters. Although the system doesn't work, the armor's protection is still a real deal. "Damn, I will only lose if it goes like this." Ryou quickly looks around, and he found a vertical emergency exit via sewer system. Right now it's his best bet and without thinking any further, he broke through and jumps to that exit. Takahashi doesn't chase him, because whoever exit through that passage will fall meters below, and impossible to climb back, it's like one way ticket exiting the building.

A few minutes later, the sewer system swept Ryou through underpass across the town, and he emerges to a place he doesn't familiar with. The pain from Kanade's punch and Takahashi's kick start to having effects on his body. Ryou gradually and eventually lost consciousness.

When Ryou awake, he's already in a very luxurious room, he saw a girl sitting next to him, and she curiously holding and staring at the belts. "Hey... are these things real?" she asks. "What...? Where am I..? Who..?" Ryou confused. "Oh.. hi, my name is Sacra. Sacra Weisserstahl. My family own this place." she says cheerfully. "...and tell me, are these things real?" she asks again.

Ryou was shocked seeing her toying around with the belts. "Wait.. don't touch that! ...ow ow ow." Ryou tried to reach the belt but his body feels like being paralyzed by the pain. "Humph. Since you won't tell, I'll test these by myself. Teehee." she jumps from her chair while putting the freedom belt around her waist, and giggling while she doing it. She mimics the henshin pose of Hongo Takeshi, (Kamen Rider Ichigo, the first original kamen rider) and yell "HENSHIN!" cheerfully. [AFFIRMATIVE. TRANSFORMING] the belt gives confirmation voice, then the core spins and shines, generating a loud noise. "What.. Whaaat!!?! I'm just kidding! No way!" the armor materialized around Sacra, then attached to her body almost simultaneously. [FREEDOM. TRANSFORMATION COMPLETE]"Crap..." that's the only thing that Ryou could say.

And behold, a new user of Hyougiin Freedom in front of him. Amazed by the gear, even Sacra can't say anything.

Family:Her Father was German, Bruce Weisserstahl, and Her Mother is Japanese, Kinoshita Haruka. Her butler and housemaids are practically also her families.

Other:Despite her foreign name, Sacra Weisserstahl is pronounced "Sakura Ueisaasutafuru" in japanese and written entirely in katakana 
(サクラ　ウエイサアスタフル) so her name is somewhat quite familiar and easy for the japanese to pronounce.

When she pulled to the OSR universe, she was carrying a briefcase, fully functional Hyougiin Zero and Hyougiin Executor belts are inside the briefcase.
